British Ambassador to Kyrgyzstan, Nic Bowler, expressed surprise at the quotes and references made by MPs regarding the draft law on foreign agents during a press conference. According to Ambassador Bowler, the British law cannot be compared to the Kyrgyz law as there is a key difference between them. Unlike the Kyrgyz law, the British law does not require non-profit organizations receiving funds from foreign countries to register as foreign agents. Bowler emphasized that there are no specialists in the UK who specifically study the activities and funding of NGOs.
On October 25, the Kyrgyzstan Parliament approved changes to the Law on NGOs and the Criminal Code in the first reading, initiated by Nadira Narmatova and a group of deputies. These changes introduce the concept of “foreign representatives,” which is similar to the concept of foreign agents in Russian legislation.
In response to this, a petition has been created on the Change.org website, demanding the implementation of personal sanctions and visa restrictions on deputies who promote the law on foreign agents and their close relatives.
